A combination way of spraying water and directly adding water for soaking and wetting is applied to the upper part of the stock bin, and the water level overflow port is formed in the proper height of the stock bin to realize sufficient humidifying of the inner partsof the block materials; and an annular water tank quick-drain connector and a discharging opening drain valve drain connector are arranged at the bottom of the stock bin to avoid unordered flowing ofwastewater and realize recycling of material humidifying water. The problems that materials are easy to cause secondary dust flying in the loading and unloading process, dust treatment investment isincreased, and environmental pollution is caused are solved.
