The aqueous solution is produced using an electrolytic device that allows the independent manipulation of specific individual properties of two separate product streams (a cation-rich stream and an anion-rich stream), the manipulation being performed by separate and independent recirculation through the same electrode chamber or counter-electrode chamber of the electrolytic device to modulate the respective properties of the anion-containing and the cation-containing solutions.
