The invention provides a method and a system for determining a switchable route in a process of sending a message, which are used for guaranteeing that a network element can select the correct switchable route to ensure that a service can be normally performed when part of the route has a phenomenon of packet loss in SCTP single-address multi-routing networking. The determining method comprises the following steps that: a first network element transmits a measured message to a second network element through each first route of a plurality of next hop routers of which the current administrative distance is shortest respectively, and determines the packet loss rate of each first route according to a response message fed back by the second network element; and the first network element determines the switchable route of a transmitted message according to the difference of the packet loss rate between preferable first route and non-preferable first route, and according to the magnitude relationship of a switching threshold. The technical scheme provided by the invention designs a targeted indirect measurement method for the network packet loss rate according to the transmitting characteristic of the message in the SCTP single-address multi-routing networking; and when part of the route has the phenomenon of packet loss, the network element can select the correct switchable route to ensure that the service can be normally performed.

The quantum communication process of selecting the terminal is delayed under the condition that the terminal is uncertain, and the information transmission efficiency is improved.
