A system for improving the efficiency of a wireless communications network that employs a plurality of frequencies per cell. The system includes a first mechanism that monitors the network load associated with each of the plurality of frequencies and provides corresponding status values in response thereto. A second mechanism compares the status values to predetermined loading criteria and provides an indication in response thereto when one or more of the status values meet the criteria. A third mechanism redistributes the network load in accordance with the indication. In a specific embodiment, the criteria include one or more predetermined thresholds such that when one or more of the predetermined thresholds is surpassed by the one or more of the status values, the criteria are met. The status values are representative of loading conditions for communications system resources associated with each of the frequencies. The loading conditions are representative of currently available resources allocated for each of the plurality of frequencies. Each status value includes a hardware resource component, an air link resource component, and a handling resource component. Each component is indicative of respective remaining resources. The hardware resource component incorporates the number of currently available channel elements for an associated frequency. The air link resource component incorporates transmit power available for a particular frequency. The handling resource component incorporates the number of available Walsh codes for a particular frequency.

A method of displaying a progress bar and to a television receiver using the same, enables a plurality of stored broadcast programs to be identified according to broadcast channel or broadcast program. The method includes steps of pre-storing, in a memory of the television receiver, a plurality of display characterization indicators, the pre-stored indicators being arranged in a table of the memory to correspond to a plurality of broadcast program characteristics of at least one broadcast signal; storing, in a personal video recorder of the television receiver, a broadcast signal received by the television receiver in real time; periodically extracting broadcast program markers from the received broadcast signal, each marker being indicative of at least one of the plurality of broadcast program characteristics; and displaying the progress bar according to the extracted broadcast program markers, the displayed progress bar being superposed on a display of the broadcast signal. Each currently extracted broadcast program marker is compared with the broadcast program marker immediately preceding the currently extracted broadcast program marker, to determine whether there is a match between any adjacent two of the extracted broadcast program markers. If the compared broadcast program markers match, display of the progress bar proceeds using a first display characterization indicator, and if the compared broadcast program markers do not match, display of the progress bar proceeds using a second display characterization indicator.

A programming verification method of verifying programming of a nonvolatile memory cell, the method comprising at least the steps of: selecting first, second, . . . and n-th references corresponding to first, second, . . . and n-th threshold voltages specifying lower limit values of states 1, 2, . . . and n, respectively; applying a programming voltage to the nonvolatile memory cell; sensing a threshold voltage level of the nonvolatile memory cell; comparing the sensed threshold voltage level with the first reference to output a first result; comparing the threshold voltage level with one of the second and third references selected according to the first result to output a second result; and comparing the first and second results with an expectation value and, in the case where the first and second results are equal to the expectation value, indicating that the programming has succeeded, wherein the nonvolatile memory cell includes a gate electrode formed on a semiconductor layer via a gate insulating film, a channel region disposed under the gate electrode, a source and a drain as diffusion regions disposed on both sides of the channel region and having a conductive type opposite to that of the channel region, and memory functional units formed on both sides of the gate electrode and having the function of retaining charges.
