The industrial control subsystem combines the coordinate information of a vehicle-mounted unit reported by the road side unit and a vehicle detection triggering signal reported by the vehicle detector to judge, after the situation that a vehicle is located in a shooting area, is determined, the corresponding camera is controlled to capture and identify the image of the vehicle. According to the present invention, the camera is triggered to shoot by a method of combining the positioning information of the vehicle and the triggering signal of the vehicle detector, thereby reducing the spurious triggering situation, and improving the system efficiency. In one embodiment, by the positioning information of the vehicle, and by combining the triggering area of the vehicle detector, the camera is controlled to shoot the vehicle entering the triggering area later, thereby reducing the omissive shooting situation, and further improving the license plate identification success rate of the system.
