The method comprises the following steps that (1) bentonite and/or crop-residue-derived carbon are/is added into the heavy-metal-compositely-polluted soil and stirred evenly; (2) water is added into the soil, the moisture content of the soil is made to be 20%, and a stirring reaction is conducted for 0.5-2 h; (3) a certain amount of arsenic-antimony-polluted soil stabilizer is added and stirred evenly, water is added then, the moisture content of the soil is made to be 30%-50%, and even stirring is conducted; and (4) the soil where the stabilizer is added is cured for 3-30 d, and the purpose of soil restoration is achieved. A stabilizing material adopted by the method has the characteristics of being economical, effective, extensive in source, low in cost, high in stability, free of secondary pollution to soil, neutral, no change in polluted soil pH value and the like, the operation method is simple, high in practicability and wide in application range, and the method has the good stabilization restoration effect on the heavy-metal-compositely-polluted soil, especially on the soil compositely polluted by heavy metals of arsenic and antimony.

The preparing process prepare the asphalt by adopting emulsification of two colloid mills which are connected in series, wherein all materials pass through a primary colloid mill; part of materials discharged by the primary colloid mill pass through a secondary colloid mill, and are mixed with materials which do not pass through the secondary colloid mill to prepare a final product. The prepared emulsified asphalt has good stability and high permeability, and can permeate a base layer with depth of between 5 and 10mm. The diluent is lubricant furfural refined extract oil, FCC slurry oil, fatty acid leftovers, decompression side line oil and other industrial byproducts, and has smaller volatility and lower price compared with gasoline, coal oil and diesel oil, so that the prepared high-permeability emulsified asphalt has low cost. Besides serving as priming oil, the emulsified asphalt can also be used in asphalt pavement cold regeneration, slurry seal and highway constructions of microsurfacing, dust diminisher, soil stabilization and lane and sidewalk sealant.
