The method comprises the following steps: acquiring a road section mapping relation between a base station and a covered region; acquiring mobile phone signaling data of a user; cleaning the mobile phone signaling data; determining all stay points of the user; determining multiple sections of tracks of the user; carrying out feature extraction on each section of the track of the user; determining the trip mode corresponding to each section of the track by adopting a decision tree algorithm; extracting all tracks in which the trip mode are vehicles, and generating a set of to-be-matched tracks; determining similar historical tracks corresponding to each section of the to-be-matched track in the set of the to-be-matched tracks; carrying out interpolation on the to-be-matched tracks according to the similar historical tracks, so as to obtain an updated set of the to-be-matched tracks; converting base station sequences corresponding to each section of the tracks into a road section sequence; and determining a matching road section sequence according to a hidden Markov model, so as to obtain a road network matching result. According to the method and system, the covering range of the road network matching can be increased, and the road network matching precision can be increased.
