The method comprises the following steps: 1) treating loofah sponge to obtain dried loofah sponge; 2) preparing a precursor solution from a metal salt and an organic ligand; (3) immersing the pretreated loofah sponge into the precursor solution, and carrying out heating reaction for in-situ growth; 4) washing and drying the reacted loofah sponge to obtain a precursor; and 5) performing high-temperature heat treatment on the precursor in a protective atmosphere to obtain the bimetallic MOF modified loofah sponge derived carbon catalyst. The efficient performance of the prepared catalyst is derived from the synergistic effect of multiple functions, the loofah sponge carrier provides structural support and a mass transfer channel, the bimetallic MOF provides an active site and an electron transfer path, and the carbonized shell layer provides stable protection and interface strengthening. Due to the multi-layer synergistic effect, the catalyst can still keep excellent performance under a wide application condition.
