The present invention discloses a preparation method of an efficient catalyst for catalyzing CO2 and epoxy alkane to synthesize a biodegradable material. The preparation method is characterized in that a dipping method and an in situ activation method are adopted to load zinc glutarate on the surface of a silanization modified molecular sieve in a nano-size manner to obtain the highly dispersed inhomogeneous catalyst, wherein the catalyst can be uniformly dispersed in an organic solvent system so as to reduce agglomeration between active centers, and has high catalysis activity. According to the present invention, with application of the catalyst to catalyze copolymerization of CO2 and propylene oxide, the maximum catalysis efficiency achieves 81.5 g of polymer/g of zinc glutarate, the obtained polymerization product Mn is 65800, the polycarbonate segment is 98.4%, and the polymerization product can be completely degraded into CO2 and H2O in the natural environment; and the catalyst has characteristics of simple preparation process and high catalysis efficiency, and the reliable new technology is provided for degradable material synthesis through industrial utilization of CO2 and epoxy alkane.
