The ion wind generating device comprises an exposed electrode, a first embedded electrode, a second embedded electrode and a dielectric medium, the exposed electrode, the first embedded electrode and the second embedded electrode are connected in a high-voltage alternating-current circuit and used for loading different alternating-current voltages, and a first high-voltage alternating electric field is formed between the exposed electrode and the first embedded electrode; the first high-voltage alternating electric field is used for ionizing air to generate charged particles and driving the charged particles to directionally move to form ionic wind pointing to the first embedded electrode from the exposed electrode; and a second high-voltage alternating electric field is formed between the exposed electrode and the second embedded electrode and is used for accelerating the directional movement of the charged particles. According to the technical scheme, the heat dissipation efficiency of the electronic equipment can be improved.
