According to the method, a communication and navigation integrated system model based on a low-earth-orbit satellite constellation is established for a low-earth-orbit satellite internet scene in combination with a frequency spectrum sharing technology, communication and navigation positioning services are simultaneously provided for users by a group of satellites, and the utilization rate of frequency-earth-orbit resources is improved. According to the method, good self-correlation and cross-correlation characteristics of the ZC sequence are utilized, the ZC sequence serves as a positioning signal to be subjected to same-frequency-band power domain superposition with a communication signal, and accurate positioning can still be achieved even under the condition that the signal-to-noise ratio is extremely low. According to the method, the frequency track efficiency and the access density of the system are improved, and meanwhile, the complexity is low.
