link building. The method includes the following steps that (1), frequencies in a frequency set are sequentially scanned one by one, and whether each scanned frequency is a good frequency or not is judged according to the quality of a received detection
signal on the frequency; (2), if the good frequencies occur, the other frequencies except the good frequencies are classified as standby frequencies, the step (3) is executed, and otherwise scanning continues to be performed according to the step (1); (3), the good frequencies are scanned one time firstly, then one standby frequency is scanned, then the good frequencies are scanned one time, another standby frequency is scanned, and the circulation is performed until the final standby frequency is scanned. The scanning sequence of the frequencies can be dynamically adjusted according to the quality of the scanned frequencies, and the time for
link building can be obviously shortened, so that transmission efficiency of a whole short wave communication
