Comprising the following steps: establishing a one-to-one cluster scheduling model of the photovoltaic power generation hydrogen production system; expanding the one-to-one cluster scheduling model into a many-to-one cluster scheduling model based on a many-to-one hydrogen production machine cluster scheduling coupling characteristic; and establishing an optimization model by taking photovoltaic hydrogen production income maximization as a target, comparing operation differences of cluster scheduling of different types of hydrogen production machines, performing configuration type selection of the hydrogen production machines, and determining an auxiliary machine and electrolytic cell configuration scheme of the hydrogen production machines. According to the method, a one-to-one hydrogen production machine operation model and a many-to-one hydrogen production machine operation model are respectively established, the difference of the two models in photovoltaic absorption capabilities is further quantified under the same photovoltaic condition, and the optimal configuration type selection of the hydrogen production machine is further given.
