With this comes a desire for an autonomous information distribution system that meets both diverse client requirements and the need for a high level of immediacy.An objective of the present invention is to provide such information distribution systems. The systems of the present invention comprise a means for managing the number of distributions, a means for generating an advertising list in which the extraction probability of each information material in the case of random extraction is the ratio of the remaining number of distributions of each information material to the overall remaining number of distributions, a means for handicap application which applies a handicap to the remaining number of distributions of each information material included in the advertising list, and a means for random extraction which performs random extraction with respect to the advertising list so as to extract one information material. In these systems of the present invention, extracted information materials are distributed to a distribution demand terminal from the information distribution server via a network, and the contents of the advertising list are updated.

System and method for determining and brokering fuel emission offsets

A brokering system and method for providing an incentive for use of more efficient internal combustion engines and hydrogen retrofit kits is disclosed. End users of retrofitted vehicles are provided with discounted fuel costs at authorized fueling stations. The vehicle owner's savings include: a) a reduction in fueling charges because of the vehicle's new reliance on 30% less fossil fuel (which is displaced by hydrogen in the engine), and b) by the purchase of methanol which can be set at a lower cost per calorific equivalent than a barrel of oil while also earning emission offsets to be sold for cash to the end users/creators of carbon credits. In this manner, retrofitted existing internal combustion engines linked to a trust for trading emission offsets will create a consumer-driven hydrogen economy which governments as well as the automotive and petroleum sectors will endorse. Hydrogen, which is substituted for fossil fuel in a retrofitted IC engine result in emission offsets (i.e., the quantum of emissions that are no longer there) which are converted by a regulated emissions trust into cash. This income, which is deposited into the vehicle owner's bank account via the telephone network by using a dedicated hydrogen fueling card and master engine sensor linked to a specific vehicle provided with an engine retrofit kit and an on board source of hydrogen gas. The present method provides a mapping and test kit that relies on OEM engine timing and control sensors to compare engine emissions produced by fossil fuel with emissions eliminated by substituting hydrogen. This method creates consumer demand for cleanly produced sources of hydrogen (beginning with green methanol) to fuel existing OEM engines, which will in turn, induce automobile manufacturers to build more efficient IC engines until, finally, they will all be fueled by 100% hydrogen.

The invention comprises a method for achieving consideration of preemptive priorities within a supply chain optimization model. More specifically, the invention provides a method of allocating resources to a hierarchy of demand priorities in a linear programming production planning system. In particular, the invention aggregates the demand priorities into different priority groups and allocates the resources to the highest priority group of demand priorities using a first linear programming model. Next, the invention allocates remaining resources to the next highest priority group of demand priorities using a second linear programming model. The second linear programming model uses results from the first linear programming model. The invention continues this process by iteratively repeating the process of allocating remaining resources to the remaining groups of demand priorities, in order of priority. The system and method were employed to integrate the consideration of preemptive prioritization of customer demands with an advanced planning system for optimizing established planning objectives (e.g. customer service, short lead times, low inventory, and prioritized allocation of supply and capacity) to compute a feasible production plan for the division.

In methods and apparatus for controlling multi-layer communications networks, data characterizing activity and state of the network and external demands made on the network by customer requests at at least two Layers is collected. The collected data are processed in accordance with a dynamic policy to determine that a reconfiguration of at least one Layer of the at least two Layers is favourable, and to determine a favoured reconfiguration of the at least one Layer. The collected data are processed in accordance with a dynamic policy to determine a favoured selection of customer demands on the network to be accepted. Implementation of the favoured reconfiguration and favoured admission is initiated. The resulting network behaviour is observed and the dynamic policy is adjusted to increase its ability to find favourable reconfiguration and call admission actions. The Layers may, for example, be a Layer 3 packet data service, such as Internet Protocol service, and layers below Layer 3 including one or more Layer 2 path-oriented service and one or more Layer 1 transport services. The reconfiguration of all Layers depends on information received from all Layers. Rapid reconfiguration of the Layer 2 and Layer 1 equipment and rapid decisions on the acceptance or rejection of customer demands based on data collected from all Layers reduces over-provisioning of the network needed to meet difficult-to-predict traffic patterns and loss of revenue due to inability to serve traffic with the current network configuration. A Fuzzy Logic control algorithm with policy tuning by temporal difference Reinforcement algorithms is described.
