satellite UPF network element, so that the on-
satellite UPF network element sends a
heartbeat signal to the SMF network element after waiting for the target heartbeat interval. According to the technology provided by the invention, the unnecessary on-
satellite UPF network element switching in a satellite-ground fusion network scene is reduced, the unnecessary network resource and energy waste is reduced, the signaling overhead and the satellite
processing burden are reduced, and in addition, the situation that the
network performance is reduced due to the UPF network element switching and the additional communication security risk are avoided.
