According to the technical scheme, an ionospheric TEC model is constructed based on GNSS actual measurement ionospheric TEC data, and regional regular grids are divided according to the ionospheric TEC model;areas which do not accord with international reference ionospheric constraints and have negative ionospheric TEC values in the missing positions of the actual measurement data are marked on the regular grids according to GNSS actual measurement ionospheric TEC data and an uncorrected ionospheric TEC model; and a TEC value at the grid mark position is solved by utilizing the international reference ionospheric model and the uncorrected ionospheric TEC model, and a corrected ionospheric TEC model is constructed. The method has the beneficial effects that the abnormal value in the ionospheric TEC model can be quickly and accurately processed based on the calculation method for correcting the abnormal value of the total electron content of the international reference ionosphere, and the method has important value for further obtaining the high-precision ionized layer TEC model and improving the ionized layer space environment monitoring level.
