The invention discloses an indoor mean radiation temperature determination method and device. The method comprises steps that firstly, heat exchange relations between a cold radiation ceiling surface and each indoor space surface in a cold radiation central air conditioner system according to the radiation heat exchange principle, secondly, surface temperature of multiple measurement positions of the radiation surface, power supply temperature, backwater temperature and water flow of refrigerated water at a tail end of a central air conditioner system cold radiation ceiling are measured, and lastly, a total external radiation heat exchange amount of the cold radiation ceiling and the total capillary convection heat exchange amount are made to be equal according to the law of energy conservation, and the indoor mean radiating temperature is calculated. The method is advantaged in that compared with a traditional determination method employing a black-bulb thermometer, the indoor mean radiating temperature can be rapidly and conveniently calculated through employing a micro processor, an infrared detector and a multifunctional flowmeter without additionally-arranged hardware, operation is simple and convenient, and high accuracy is realized.
