steam turbine master control adjusting instruction, the integral operation component of the steam 
turbine master control adjusting instruction, the scaling operation component of the steam 
turbine master control adjusting instruction and the steam 
turbine pressure deviation operation component of the steam turbine master control adjusting instruction, the load deviation of the thermal power generating unit can be effectively reduced, and integral regulation is controlled; the stability of a CCS is achieved, proportional regulation can be effectively subjected to amplitude limiting, and 
system instability caused by too large deviation is avoided; and the load deviation of the thermal power generating unit is reduced, the 
throttle pressure can be stable, and disturbance of a boiler is reduced.
