In the invention, the characteristic that the carrier communication links of the ring distribution network are the same in a ring manner is fully utilized, and the MCU (Microprogrammed Control Unit) microprocessor module is used for control, so as to monitor the communication state of two carrier networks of the ring distribution networks in real time, when some point fails to work, the one with interrupted communication is automatically switched to the other carrier network from carrier equipment, and when the failure of the point is removed, the original carrier lattice structure is restored. According to the invention, full-automatic switching and scheduling of carrier communication are achieved without the need of manual intervention, and the scheduling is carried out in real time without influencing normal carrier communication.
