The method comprises the following steps: step 1, feeding back user state information to a visual satellite with the best channel quality; 2, executing a user access beam and sub-band allocation decision in a scheduling period; step 3, carrying out hopping beam pattern distribution in a scheduling period; step 4, carrying out power distribution on each sub-band of each working beam in each time slot; 5, sending a distribution result of power distribution to each user; and step 6, sending data to the target user according to a distribution result. According to the invention, based on frequency coordination, energy coordination and beam position coordination among multiple beams, users can access sub-bands, hop beam scheduling and satellite power can be distributed in a coordinated manner, communication interference among each beam and each sub-band is reduced, the overall capacity of a satellite system is improved while the fairness of the users is ensured, and the service life of the satellite system is prolonged. High-efficiency utilization of frequency energy is realized, and the problem of optimized resource allocation of a low-orbit multi-beam satellite system is solved.

AFC assisted puncturing based on capability signaling

An AR is disclosed that identifies which channels (or sub-channels) to puncture when performing low power indoor (LPI) mode using information learned from automated frequency coordination (AFC). An AR that is AFC enabled - i.e., communicates with an AFC operator - can receive AFC information regarding incumbents at the AP's location. The AP can compare the power assignments for the incumbents provided in the AFC response to a threshold to determine whether to perform puncturing on the channel containing the incumbent. That is, the AP can use the threshold to determine whether puncturing the channel containing the incumbent when operating in the LPI mode is likely to negatively impact the incumbent.
