The invention provides a testing device and method for permeability coefficient evolution of fractured rock mass. The device comprises a rock core holder, a water injection tank arranged above the rock core holder and a water storage tank arranged below the rock core holder, wherein a storage cavity for accommodating a clamped rock core sample is formed in the middle of the rock core holder; a water feeding port communicated with the storage cavity is formed in the lower part of the water injection tank; a water inlet communicated with the storage cavity is formed in the upper part of the water storage tank; a pressure rod extending into the water storage tank is arranged below the water storage tank and driven by a driving device to operate up and down so as to apply pressure to the rock core sample; a pressing pad layer is arranged on the inner surface of the storage cavity of the rock core holder; a pressing cavity is formed in the pressing pad layer and communicated with a hydraulic pipeline for hydraulic oil feeding; an oil pump is arranged on the hydraulic pipeline. According to the structure, the device is used for testing change characteristics of the permeability coefficient of the single-fracture rock mass in a deformation and failure evolution process under the shear-seepage coupled action, and the change characteristics of the whole process are obtained. Besides, in terms of maintenance of the testing device, the device can be repeatedly used, and parts can be convenient to mount, dismount and replace.
