The invention provides a steam internal-combustion engine, which replaces a spark plug of ordinary internal-combustion engine with a water injection spark plug, if an engine reaches the preset temperature limit, when the fuel combustion cycle starts, the water injection spark plug injects a small amount of water close to boiling point to a combustion chamber. The steam internal-combustion engine provided by the invention can changes the ordinary automobile into a steam internal-combustion locomotive, can change water into hot water through effectively utilizing waste heat from combustion and discharge, and then changes the hot water into steam; the generated additional useful work pushes a piston, thereby reducing the consumption and emissions of fuel oil. The efficiency of the steam internal-combustion engine is of 40%, and is not 20% of the existing internal-combustion engine. The steam internal-combustion engine provided by the invention can be used for not only most automobiles but also any otto cycle (Otto Cycle) internal combustion engine, such as, the generator, the lawn mower and the like.
