The invention relates to a universal time synchronization system and an implementation method. The universal time synchronization system includes a receiving part, a clock part and an output part; a GPS/BD receiver unit, a 2Mbit receiving unit and an optical fiber IRIG-B(DC) receiving unit of the receiving part, a network unit, a display unit and a power supply unit of the clock part, as well as a PPS (TTL) output unit, a PPS (idle contact) output unit, an NTP output unit, a PTP output unit, an optical fiber IRIG-B (DC) output unit, an RS232 output unit, an RS422 output unit and an alarm output unit of the output part are respectively connected with a main control unit of the clock part; and the main control part performs processing such as data rationality judgment, punctuality and data protocol conversion on GPS/BD, B code and 2M signals which are received by the receiving part in an ARM, an FPGA and a punctuality module. According to the universal time synchronization system and implementation method of the invention adopted, high-precision and fully-functional time service equipment can receive four kinds of time service source signals, namely, Beidou, GPS, optical fiber B code and 2M signals, and therefore, an original mode that time service and positioning can be realized only relying on wireless satellite signals can be realized, and a defect of excessive reliance on a wireless positioning system can be avoided.
