The invention discloses a process for cleaning and regenerating a denitration catalyst. (1) The cleaning solution comprises the following raw material components: dilute acid, an iron salt, a manganese salt, a cerium salt, a lanthanum salt and an emulsifier S-185; (2) the regenerating solution comprises the following raw material components: vanadyl oxalate, ammonium metatungstate, ammonium molybdate, silica sol ST-O and deionized water; and (3) the cleaning and regenerating process comprises the following steps: uniformly stirring the vanadyl oxalate and deionized water, adding the ammonium metatungstate and ammonium molybdate, fully stirring until the materials are completely dissolved, and finally adding the silica sol ST-O, and further stirring until a homogeneous phase is obtained; sequentially performing strong purging on a deactivated denitration catalyst module, soaking in the cleaning solution for 10-25 minutes, soaking the catalyst in the regenerating solution for 20-40 minutes, taking out the catalyst, and roasting. According to the cleaning solution and regenerating solution of the denitration catalyst and the catalyst regeneration method, the activity of the deactivated denitration catalyst can be efficiently restored, and the temperature range of the catalyst activity is widened.
