The invention provides a multimedia cluster scheduling system which includes the following network elements: a terminal (terminals), a wideband base station (wideband base stations), a voice business gateway (voice business gateways), a video business gateway (video business gateways), an information issuing server (information issuing servers), a scheduling session controller, a comprehensive scheduling platform and a user database. The voice business gateway processes cluster voice and a point-to-point voice business. The video business gateway processes a video conference and a video monitoring business. The information issuing server processes an information issuing business. The multimedia scheduling session controller is responsible for resource scheduling and unified session control of the cluster voice, the point-to-point voice, the video conference, the video monitoring and information issue, and simultaneously, is responsible for a mobility management function. The comprehensive scheduling platform possesses user management and group management authorities. The invention also provides a multimedia cluster scheduling method. In the invention, fusion of functions of the cluster voice, the video conference, the video monitoring and the multimedia information issue can be realized; simultaneously, good intercommunication between the system of the invention and a system which possesses a single function can be guaranteed.
