An AC 220V power supply is input through a first step-down circuit of an L line and a second step-down circuit of an N line which is symmetrical about the L line, then rectified through a rectifying circuit and subjected to voltage stabilization through a filter voltage stabilizing circuit, and then provides a stable direct voltage for a post-stage executive circuit. When a water level in a container is lower than a low water level, a high water level electrode and a low water level electrode are exposed out of the water surface; a load pump is communicated with the AC 220V power supply, the pump is electrified to start to pump water, and the water level gradually rises; when the water reaches the high water level, the high water level electrode is immersed by the water, then the load pump is not electrified to stop pumping the water, and the water level is controlled at the high water level; and the water is discharged from the container and the water level is gradually declined, the high water level electrode is exposed out of the water surface, a second executive switch is on, a first executive switch is off, and the water level continues to decline, when the water reaches the low water level, a control system is reset to an original state.
