The invention relates to a technique for treating and restoring soil polluted by heavy metal, in particular to a passivation material for in-situ restoration of soil polluted by heavy metal and a usemethod thereof. The material can be prepared by the following steps: mixing tetramethylammonium hydroxide, cetyl trimethyl ammonium bromide, ethyl orthosilicate and water for reaction according to a mole ratio of (0.3-0.4): (0.2-0.3): 1:(100-120) to obtain a gel, placing the gel for 24 hours at a room temperature, filtering and washing solid product for many times, drying at 100-140 DEG C for 2-4hours and then baking at 500-600 DEG C for 4-8 hours to obtain the finished product. The passivation material can be applied into soil according to a proportion of 0.45-0.9 percent of the weight of dry soil and evenly mixed according to the specific pollution condition of the soil. The passivation restoring material prepared in the invention has the advantages of simple production process, capability of fixing multiple heavy metals, favorable restoring effect, wide application range, and the like, has little user amount, does not influence the physiochemical property of soil and can not causesecondary pollution.
