The present invention jointly considers a plurality of decision factors to facilitate networking of vehicle infrastructure. The energy efficiency of the network is regarded as an important factor for network selection. The energy efficiency, the signal strength, the network cost, the delay and the bandwidth are regarded as decision factors. They utility functions are used to characterize user preferences and network performance. The multi-standard utility theory is used for constructing a high-energy-efficiency network selection method. Several design strategies are proposed to construct a joint multi-standard utility function for network selection. A multi-constraint optimization model is also proposed to describe the network selection of the Internet of Vehicles application. A multi-standard access selection algorithm is proposed to solve the model to provide better network selection performance.
