The system comprises a roadbed, wherein a road is arranged on the upper side of the roadbed, multiplesections of green belts are arranged on the two sides, corresponding to the road, of the roadbed, the upper sides of the green belts are lower than the upper side of the road, first stone blocking belts are arranged between the green belts and the road, second stone blocking belts are arranged between every two adjacent green belts, drainage grooves are formed between every two adjacent second stone blocking belts, drainage holes are formed in the second stone blocking belts, rainwater wells are formed in the ends, away from the road, of the drainage grooves, first overflow wells are vertically and fixedly connected to the middles of the green belts, first water conveying pipes communicating with the rainwater wells are fixedly connected to the lower ends of the first overflow wells, water storage wells communicating with the rainwater wells are formed in the roadbed, and first one-way water seepage pipes extending into planting soil layers of the green belts are fixedly connected toone sides of the water storage wells. The system has the effects that fatigue of municipal staff is reduced, and plants in the green belt are irrigated.
