The invention discloses a system capable of improving energy efficiency of a low-temperature air energy heat pump and a control method. The system comprises a circulating refrigerant flow path which consists of a compressor, an electromagnetic four-way reversing valve, a water side heat exchanger, a liquid storage, a first filter, an economizer, a second filter, a wind side heat exchanger, an electromagnetic four-way reversing valve and a gas-liquid separator which are sequentially in communication, wherein the first filter is divided into two pipelines through a three-way tube; one pipeline is directly accessed to a Z1 interface of the economizer, and a Z2 interface of the economizer is accessed out, a culvert-increasing electronic expansion valve is arranged on the other pipeline which is connected to a Z3 interface of the economizer, and a Z4 interface of the economizer communicates with the compressor through a second gas suction hole; after being accessed out, the Z2 interface isdivided into two pipelines through a three-way tube, a main path electronic expansion valve is horizontally arranged on one pipeline which communicates with the second filter; and an electromagnetic valve and a capillary tube are sequentially arranged on the other pipeline, and the other pipeline communicates with the second filter. The system is reliable in operation and is strong in heating.
