In the method, low-temperature heat-net return water is firstly mixed with circulating cooling water positioned on an outlet of a cooling condenser or exchanges heat with the circulating cooling water positioned on the outlet of the cooling condenser to be increased in temperature and then sequentially delivered into an each-step vapour absorption type heat pump and a vapor-water heat exchanger in a series connection way to be gradually heated to be increased in temperature to heat supplying temperature and finally discharged through a water supplying pipeline; the circulating cooling water absorbs the waste steam condensation heat of a steam turbine in the cooling condenser, then one path of the circulating cooling water is directly mixed with the low-temperature heat-net return water or heats the low-temperature heat-net return water through the heat changer, the other path of the circulating cooling water is delivered into an each-step absorption type heat pump unit to be used as a low-order heat source of the absorption type heat pump unit, and the redundant heat of the circulating cooling water is discharged to the environment through a cooling tower. The invention uses the steam extraction of the steam turbine as a driving heat source of the absorption type heat pump so that the low-temperature heat-net return water is heated in a stepping way, thereby reducing the effective energy loss; the waste heat of the discharged steam of the steam turbine is sufficiently recovered in a direct heating way and an absorption type heat pump temperature increasing heating way, therefore, the comprehensive energy usage efficiency of the thermal power plant is enhanced.

In one embodiment, wind turbines are used to generate electricity and compressed air energy, wherein the compressed air energy is used to co-generate electricity and chilled air. The chilled air is then used to chill water in either a mixing chamber, or a desalination system, wherein the chilled water is stored in a separation tank, wherein it can later be used to provide cooling for an air conditioning system for a facility. When desalination is used, the system produces chilled fresh drinking water which can be used for air conditioning, and then used as fresh drinking water. Any exhaust chilled air can be used directly for air conditioning.

A crystalline semiconductor film having crystal grains of large grain size or crystal grains in which the position and the size are controlled is formed to manufacture a TFT, whereby a semiconductor device that enables a high-speed operation is realized. First, a reflecting member is provided on a rear surface side of a substrate on which a semiconductor film is formed (semiconductor film substrate). When a front surface side of the semiconductor film substrate is irradiated with a laser beam that penetrates the semiconductor film substrate, the laser beam is reflected by the reflecting member to irradiate the semiconductor film from the rear surface side. With this method, an effective energy density is raised in the semiconductor film, and an output time is made long. Thus, the cooling rate of the semiconductor film is made gentle and crystal grains of large grain size are formed. Further, the front surface side of the semiconductor film substrate is irradiated with the laser beam by using a substrate on which a reflecting layer is partially formed as the reflecting member, whereby the semiconductor film is partially irradiated with the laser beam from the rear surface side. Thus, a temperature distribution is generated in the semiconductor film, and the location where a lateral growth is generated and the lateral direction can be controlled. Therefore, the crystal grains of large grain size can be obtained.

Laser light can be also irradiated to low concentration impurity regions overlapped with a portion the gate electrode. Thus, an effective energy density in the semiconductor film is increased to thereby effect recovery of crystallinity and activation of the impurity element.

A method of mitigating power consumption in a DVB-H receiver is provided. The method may include predicting reception error(s) associated with a data burst to be received by the receiver, and deciding, based on the prediction result, to process or to eschew processing of MPE-FEC redundancy section(s) associated with the data burst, prior to the reception of the data burst. Predicting may include evaluating reception quality before receiving the data burst, by using data provided by the receiver's demodulator, wherein evaluating may be based on calculating a reception function (F) at the receiver, by using measured or calculated, scaled or weighted, parameter(s) associated with data received prior to the reception of the data burst. MPE-FEC redundancy section(s) associated with a received data burst may be processed only if the value of the reception function F is greater than a predetermined threshold value. Predicting may be based on data provided by the receiver's MPE-FEC unit. The scaling / weighting factors may be adjusted according to a policy to optimize reception conditions. Prediction may be enhanced by considering reception history, by utilizing reception function. A receiver is also provided, which utilizes the method.
