Relay node(s) moving relative to the first endpoint receive the request message, measure ingress and egress frequency ratios, increment DF by a difference between these ratios, and transmit the request message containing the incremented DF. A second endpoint receives the request message containing the incremented DF, and generates a reply message containing the incremented DF. The relay node(s) receive the reply message, measure ingress and egress frequency ratios, increment the incremented DF by a difference between these ratios, and transmit the reply message containing the incremented DF. The first endpoint receives the reply message containing the incremented DF, and uses it to calculate a range-rate of components in the mobile network relative to the first endpoint.
