The frequency offset compensation unit compensates for the frequency offset of a received signal using the frequency offset value. The cross correlation unit performs cross correlation using a frequency offset-compensated signal and a reference signal, and normalizes the cross-correlated value to output a normalized cross-correlated value. The symbol timing synchronization unit detects a point where the cross-correlated value is maximum, and performs symbol timing estimation, thereby performing symbol timing synchronization. In the symbol timing and frequency synchronization apparatus and method, accurate frequency synchronization can be achieved because a large sample error can be allowed. Also, a symbol timing error can be reduced since symbol timing synchronization is achieved using a frequency offset-compensated signal.

In one aspect, a return signal receiver generates a pulse trigger signal that triggers the generation of a pulse of illumination light and data acquisition of a return signal, and also triggers the time of flight calculation by time to digital conversion. In addition, the return signal receiver also estimates the width and peak amplitude of each return pulse, and samples each return pulse waveform individually over a sampling window that includes the peak amplitude of each return pulse waveform. In a further aspect, the time of flight associated with each return pulse is estimated based on a coarse timing estimate and a fine timing estimate. In another aspect, the time of flight is measured from the measured pulse due to internal optical crosstalk and a valid return pulse.

A system, method and device are provided for obtaining, from each endpoint device, meter reading data where the meter reading data are recorded and managed based on a relative time clock in each endpoint device. The relative time clock may be a simple inexpensive clock that tracks minutes and triggers recording of meter reading data for a particular hour at the end of that hour. In that embodiment, a collection system sends an endpoint device a request that includes a requested time that is converted into a relative time so that the endpoint device can understand the request. Since each recorded interval is generated based on a relative time maintained by the clock in the endpoint device rather than an absolute (real) time, the endpoint device does not need to maintain accurate date / time or to read meter reading data from the utility meter based on a real date / time.
