The invention relates to an overspeed protection test bed and an overspeed protection test method, and the test bed comprises a support which is internally provided with an accommodation cavity whichis used for accommodating a rotor flyweight assembly which can rotate around an axis; a speed measuring device, arranged on the support and used for measuring the rotating speed of the rotor fly ballassembly; a driving device, connected with the rotor flyweight assembly and used for providing driving force for the rotor flyweight assembly; and a action recording device, arranged on the support and used for recording the flying-out action of the flyweight in the rotor flyweight assembly. According to the embodiment, an off-line test function can be realized without being influenced by the state of an on-line unit or being executed in a thermal shutdown time window, so that the test bed is not limited by time. According to the embodiment, whether the rotor flyweight assembly can normally rotate or not can be detected, whether the flyweight in the rotor flyweight assembly can fly out when the preset highest rotating speed is just reached or not can be detected, and the position of the flyweight can be adjusted.
