The invention provides a heat reflection type block gravel slope protection roadbed and a construction method, and relates to the technical field of infrastructure construction. According to the method, heat reflection type coatings of different colors are sprayed on a road surface and a side slope block gravel protection slope respectively so as to achieve the effect of protecting permafrost under an asphalt road surface in a permafrost region; a deep-color near-infrared heat reflection type coating is uniformly sprayed on the road surface; block gravels with gray epoxy resin coatings are laid on the two sides of the roadbed body. According to the roadbed, the reflection characteristic of the heat reflection type coating is utilized, under the condition that the road surface is kept in a dark color, absorption of the road surface and the rubble protection slope to solar radiation is reduced from the source, and the cooling capacity of rubble is further enhanced; and meanwhile, the weathering resistance of the heat reflection type coating is utilized to reduce the weathering effect of the block gravels under extremely complex conditions, so that the durable cooling of the permafrost under the asphalt pavement is realized, the stability of the subgrade (such as Qinghai-Tibet Plateau and arctic region) in the permafrost region is improved, and the smoothness of the road is ensured.
