To achieve insulation between the inner ring high-pressure terminal (9) and the combustion chamber housing (1), a hollow cylindrical inner ring fixing sleeve (12) is designed. A method for activating concentric annular plasma fuel for the injector rod of a ramjet combustion chamber is also provided.
