The cover plate prepared by the preparation method disclosed by the invention is light in weight, does not need to be matched with heavy machinery during construction and can be completed by a small amount of manpower. The cover plate is of a porous structure and is good in water permeability, water can be rapidly drained when the rainfall is suddenly increased, and urban flood disasters are reduced. The cover plate can be pre-prepared before construction, and during construction, the cover plate can be spliced and paved on a pipeline along the length direction of the pipeline, so that the construction is convenient. When the pipeline is maintained, only one piece of cover plate needs to be smashed or pried open, the other pieces of the cover plates can be uncovered in sequence, and the whole road surface does not need to be damaged.
