The invention provides a multi-stage urban flood disaster 
emergency treatment method and 
system, and relates to the technical field of urban 
flood control. The method comprises the following steps of: S1, setting a 
water storage station; S2, acquiring the real-time water accumulation depth of the 
earth surface; S3, judging whether the water accumulation depth is higher than a first threshold value or not, if yes, opening a drain valve, leading the surface accumulated water to a drain 
pipe network, and executing S4; otherwise, closing the drain valve; S4, judging whether the water accumulation depth is higher than a second threshold value or not, if yes, opening a 
water pumping valve, pumping the surface accumulated water to a 
water storage station, and executing S5; otherwise, closing the 
water pumping valve; and S5, judging whether the water accumulation depth is lower than a third threshold value or not, if yes, opening a water drain valve, and draining the accumulated water of the 
water storage station back to the 
earth surface; and otherwise, closing the water drain valve. The multi-stage urban flood disaster 
emergency treatment method and 
system are simple, practical, stable and reliable, 
flood discharge can be conducted at urban positions where water is prone to accumulation, multi-stage 
emergency treatment is conducted, the urban flood disaster 
treatment intensity and speed are increased, and the urban flood disaster loss is effectively reduced.
