An electrosurgical tool for cauterizing or ablating targeted tissue, which tool includes a conductive outer shaft which defines a return or reference electrode, and a conductive inner tube disposed within the outer shaft. The inner tube defines both a suction pathway for removing fluid and/or surgical debris from the surgical site through the distal end of the tool, and a pathway for delivering electrical energy to an active electrode secured to the distal end of the suction tube.

One embodiment of the present invention provides a solar panel. The solar panel includes a plurality of subsets of solar cells. The solar cells in a subset are coupled in series, and the subsets of solar cells are coupled in parallel. A vehicle speed measurement method and system for identifying a violating vehicle utilizing single image capturing unit. A vehicle image can be captured by the image capturing unit in order to estimate speed of the vehicle utilizing an ALPR unit. The license plate characters can be located and extracted from the captured image. A distance of the license plate from the image capturing unit can be calculated utilizing a physical character height from a reference point of the image capturing unit and a pixel character height generated by the ALPR unit. A position of the license plate in the field of view of the image capturing unit along with the distance information can be be utilized to determine a height of the license plate from a road surface. The height of the license plate can be employed to accurately estimate the vehicle speed.

The image encoding apparatus includes: a transform unit removing spatial redundancy by transforming an original image being input; an allowable noise obtaining unit obtaining an allowable noise from the original image; a quantization parameter determination unit determining a quantization parameter by using the allowable noise; a quantization unit generating a quantized coefficient, by quantizing a transform coefficient provided from the transform unit by using the quantization parameter; and an entropy encoding unit entropy encoding the quantized coefficient to remove statistical redundancy.

An injection apparatus for injecting and/or removing substances from subjects, such as avian eggs, includes an injection needle having a body portion and a tapered portion that terminates at a tip. A tube is attached to and extends around the injection needle in substantially concentric relationship therewith. The tube has an end portion positioned a predetermined distance from the needle tip. A device for use in constructing a breathing circuit has at least a first tube and a filter; the filter has a proximal and a distal end; the first tube is attached to the filter distal end. A second tube can be attached to the filter proximal end, wherein the second tube can be detached from the filter for reuse in a breathing circuit formed with the foregoing components. The filter and the first tube may be disposed of after a single use. The first tube has a length sufficient to maintain the filter at a desired distance from a patient airway device when connected thereto. In a preferred embodiment, a fresh gas outlet is provided at the distal end of the first tube resulting in minimal or substantially no mixing space in the circuit, while the disposable first tube and filter create less medical waste than that created by prior art circuits. Mixing space refers to space distal of the fresh gas outlet into the circuit where the fresh gases can mix with recirculated or other gases. In embodiments, the mixing space is less than 15 cm³ or less than about 5 cm³, and the distal disposable filter and tube device is less than 50 cm in length.

A reusable flexible seal is disclosed having a flexible main portion and a peripheral ring surrounding the flexible main portion adapted to engage the rim of a container. The backlight includes a light guide panel, an LED provided on a side surface of the liquid guide panel, and other components. A main flexible wiring substrate is attached to the liquid crystal display panel, and extends to a back surface of the mold. The LED is mounted on an LED flexible wiring substrate. An electronic component mounted on the main flexible wiring substrate is placed on the back side of the mold. Then, an insulating sheet is provided between the electronic component and the LED to prevent short circuit between them, instead of using a partition wall for electrical insulation.
