The invention discloses an indoor positioning-oriented fog network realization system and method. A cloud computing center for indoor positioning has problems of long network delay and high application cost in processing. The system comprises an SDN controller, a positioning display screen, a fog network, a positioning access network, and a positioning terminal. The method comprises the steps that the positioning terminal uploads positioning data information to the fog network; positioning data parameters are reported to the SDN controller; and the SDN controller monitors states of all fog nodes in the fog network, estimates the required computing capability and the computing capability of the nodes of the fog network, optimizes distributed coordination of multiple fog nodes, selects and uploads a shortest route to the positioning display screen, so as to finish indoor positioning. The fog network nodes are used as a processing unit of indoor positioning data, the SDN controller manages the network, computing and storage resources of the fog network nodes in a unified manner, so that the network delay and application cost of indoor positioning are lowered effectively.
