The preparation method comprises the following steps: (1) forming an ammonia complex ion solution from a main active component Cu and one or more of assistants Zn, Ni, Co, Cr, Pt and Ag, and forming composite nanoparticles under the action of a reducing agent; (2) adding a silicon source and one or more of carrier assistants Zr, La, Ce, Ga, Ti and Al into the solution containing the composite nanoparticles, and forming a silicon dioxide supported composite catalyst under a hydrothermal condition; and (3) carrying out suction filtration, washing, drying and roasting to obtain the catalyst. According to the present invention, the active auxiliary agent and the main active component Cu effectively form the composite particles, and the composite particles and SiO2 are organically combined under the hydrothermal condition so as to improve the dispersity of Cu, such that the activity and the stability of the catalyst are improved;
