The characteristic that the low temperature plasmas can simultaneously activate poly vinyl chloride (PVC) particles and chlorine is utilized, the multilayer bed reactor is adopted, a low temperature plasma generating device is arranged in an overflow pipe, the chlorination of the PVC particles is initiated, and the PVC particles are fluidized on various layers of gas distribution plates of a fluidized bed reactor and are contacted with a feed gas in a countercurrent mode for reaction. The fluidized bed has temperature gradient, and is operated at different chlorination temperatures from top to bottom. After the particles are subjected to multi-stage reaction, a chlorinated polyvinyl chloride particle product is directly taken out of the bottom of the fluidized bed reactor. The invention can realize the continuous production of the chlorinated polyvinyl chloride, the utilization efficiency of the chlorine is high in the process, and the invention has the advantages of cleanness, high efficiency, and uniform product quality.
