The method comprises the steps: constructing an index library divided into multiple instrument types and multiple service dimensions; grouping the declared instrument projects according to instrument types based on an index library, and performing similarity clustering onall the instrument projects in various types of groups according to service dimensions to obtain one or more to-be-reviewed project groups in each group; summarizing one or more high-frequency words in the content information corresponding to each business dimension in each to-be-reviewed project group as matching words; and matching a plurality of review experts for each to-be-reviewed project group from a review expert database according to the matching words to obtain a plurality of expert groups having a matching relationship with each to-be-reviewed project group. According to the application, the method of manually reading project declarations and manually classifying the project declarations is replaced, the efficiency of project review matching experts can be improved, experts needing to be avoided can be efficiently checked out, and automatic avoidance screening is carried out.
