Compressor discharge air flows through a heat exchanger in heat exchange relation with cooling water and is supplied at reduced temperature in atomizing air and purge modes to combustors in a dual-fuel gas turbine. The heat exchanger has a pair of bypass passages in parallel with a temperature regulating valve controlling flow of water through the heat exchanger in response to the temperature of the compressor discharge air exiting the heat exchanger. Should the flow control valve close in response to low temperature of the compressor discharge air, in the air atomizing mode, the bypass passages with orifices therein provide a minimum protective flow of cooling water to the heat exchanger. In the purge mode where only half the air flow and heat rejection is required in the heat exchanger and the flow control valve closes, a bypass valve in one of the bypass passages closes to enable reduced flow of cooling water through the heat exchanger.

Structural cement panel for resisting transverse and shear loads equal to transverse and shear loads provided by plywood and oriented strain board, when fastened to framing for use in shear walls, flooring and roofing systems. The panels provide reduced thermal transmission compared to other structural cement panels. The panels employ one or more layers of a continuous phase resulting from curing an aqueous mixture of calcium sulfate alpha hemihydrate, hydraulic cement, coated expanded perlite particles filler, optional additional fillers, active pozzolan and lime. The coated perlite has a particle size of 1-500 microns, a median diameter of 20-150 microns, and an effective particle density (specific gravity) of less than 0.50 g / cc. The panels are reinforced with fibers, for example alkali-resistant glass fibers. The preferred panel contains no intentionally added entrained air. A method of improving fire resistance in a building is also disclosed.

The packet-buffering invention uses a hierarchical memory structure having first and second packet-buffers to buffer packets between the input and output ports of the communication device. The received packets are organized by output port and priority level in the first packet buffer, which operates at the aggregate network rate of the communication device. The packets are then funneled to second packet buffers, having corresponding priority and output port assignments, at less than the aggregate network rate and which exhibit buffer depths that exceed that of the first packet buffer. The resulting hierarchical output-queued, packet-buffering system enables a communication system that exhibits a high degree of differentiated services with bandwidth guarantees and at high aggregation levels without experiencing head-of-line blocking.
