The method comprises the following steps: establishing a covert communication system model; for each candidate single hop, dynamically controlling the on / off of a jammer according to a set interference threshold and an instantaneous channel state; in a single hop of starting interference, a reflection signal and a direct signal are superposed in the same phase at a receiving end through intelligent reflection surface phase matching, so that the receiving signal power is maximized; transmitting and interference power are jointly optimized, and the single-hop throughput is maximized under the condition that the concealment constraint is met; screening available single hops meeting the concealment requirement in the network and communication modes of the available single hops, and selecting the optimal mode of each single hop; and constructing a directed graph based on the available single hops, and selecting an end-to-end transmission path which enables the minimum throughput of the path to be maximum by taking the throughput of the single hops as an edge weight. According to the invention, the overall optimization of end-to-end throughput performance and low detectability is realized.
