The invention relates to a system and method for simulating transceiver signaling based on an online charging environment. The system comprises a signaling separation module, a signaling storage module, a signaling dispatching module and a signaling receiving and sending module. A data file is restored through the signaling separation module to obtain a data packet collected by the system, the data packet is analyzed to obtain signaling data, the signaling data are sent to the signaling storage module one by one, a control instruction sent by the system is processed through the signaling dispatching module, a session instruction is sent to the signaling receiving and sending module, request signaling is searched for and extracted from the signaling storage module through the signaling receiving and sending module and is sent to a target specified by the system, response signaling returned by the target is received and analyzed, and corresponding response movement is carried out. According to the system and method for simulating the transceiver signaling based on the online charging environment, only a small part of attributes irrelevant to the system is modified, simulation validity is improved, test time is shortened, test efficiency is improved, test cost is lowered, and the wide application range is achieved.
