The invention relates to an inverted-type roofing heat-insulation light plate which is in a double-layer composite structure comprising a mixed mortar surface layer and a light granule material bottomlayer through pouring formation, wherein the material of the mixed mortar surface layer is prepared from cement, fly ash, rough sand, additives and water, and the material forming the light granule bottom layer is prepared from cementing agent, granule material, water reducing agent, foaming agent, waterproof agent and water. The cement agent is prepared from fly ash, cement, calcium carbide ash,salt plaster and excitant. The granule material is polystyrene foaming material. The heat-insulation light plate has good heat insulation, waterproof, anti-leakage and weathering resistance, long service life and no protection layer on the surface, simplifies the construction technology, uses the industrial waste material, and has energy saving, environment protection, low volume weight of the heat-insulation plate and good strength.
