In the system and the method, the influencing factors regarding the environmental luminance at dawn and the dusk as well as the vehicles and pedestrians on street in the middle of the night are considered respectively, and through the fuzzy control methods adopted in different periods, it is possible to improve the control precision of the system so as to meet the dual requirement of both lighting quality and power conserving.
