The method is characterized in that transition metal salt is taken as reaction catalyst, an air and liquid mixer is adopted in a reaction system so as to realize the cyclic utilization of oxidizing gases, reaction is performed under the temperature of 110 to 150 DEG C and the oxygen tension of 0.25 to 1 MPa, the reaction time is 1.5 to 2.5 hours, under the standard state, the volume ratio of the oxygen and the waste water is (10 to 15):1, and the dosage of the catalyst ranges from 0.006-0.06 mol/L as per the ratio of moles of the transition metal ions and the waste water volume. The transition metal salt is one of copper sulfate, diiron trisulfate, ferrous sulfate, manganese sulfate and cobalt acetate. The preparation method comprises the following steps: adding photosensitizer riboflavin into a silk fibroinaqueous solution, and performing uniform mixing to obtain a mixed solution; continuously introducing oxygen into the mixed solution, and keeping oxygen tension in the mixed solution in a saturated state; pouring the oxygen-saturated mixed solution into a transparent die, and performing cooling; irradiating the mixed solution with ultraviolet light to obtain cross-linked silk fibroin hydrogel, andcontrolling the temperature of the mixed solution in the ultraviolet light irradiation process to be 0-8 DEG C; taking out the silk fibroin hydrogel from the die, and performing drying to obtain silkfibroin xerogel; and crushing the silk fibroin xerogel into powder to obtain the silk fibroin hemostatic material.
