A monitoring and management service platform is in network connection and communication connection with a generation unit, a receiving unit and a transport vehicle, and stores and processes data information reported from the generation unit, the receiving unit and the transport vehicle. The whole process from waste collection in the hazardous waste generation unit to transportation through the transport vehicle and then to hazardous waste inspection and acceptance in the receiving unit is identified through a radio frequency identification device (RFID). A sensor is used for collecting information about weights, flow and content characteristics, automatically comparing the information about hazardous waste, and automatically generating an electronic hazardous waste transfer receipt. The hazardous waste supervisory system and the electronic receipt management method of the hazardous waste supervisory system solve the problems that an existing transfer receipt needs manual writing so that transactions are nonstandard, records are not accurate, and the hazardous waste cannot be monitored and managed in a real-time, dynamic and effective mode. By using the Internet of Things, the management of the receipt realizes informatization, intellectualization and automation, and therefore manpower and time are saved.
