The device comprises a water storage tank, PVC (polyvinyl chloride) tubes, a water pump, a water channel, butterfly valves, a target flowmeter, a rotating shaft, a bearing, the sheet, a strain gauge, a dynamic strain meter, an intelligent signal acquisition and processing analyzer, a catch lever, an angular displacement sensor, a holding-type elastic coupler, an angular displacement sensor data acquisition board and a motor matched with the water pump, wherein the water storage tank is arranged on the ground, an opening at bottom of the side surface of the water storage tank is connected with one end of one PVC tube, and the other end of the PVC tube is connected with the water inlet of the water pump; one butterfly valve is arranged at a connection part between the water storage tank and one PVC tube; the target flowmeter is arranged on the other PVC tube between the water inlet of the water channel and the other butterfly valve; the rotating shaft is vertically arranged at the part, close to the water inlet, of the interior of the water channel, and the dynamic strain meter and the intelligent signal acquisition and processing analyzer are connected by virtue of a lead educed from the sheet and the strain gauge on the target flowmeter so as to acquire data of strain change time; and a lead educed from the angular displacement sensor is connected with the angular displacement sensor data acquisition board to acquire data of rotating shaft angle change time.
